The requirement comes from the Residential Tenancies Regulations 2021. From 13 October 2026 it applies to every residential rental agreement in Victoria — existing leases as well as new ones. A licensed electrician inspects and tests the fixed installation, the rental provider keeps the record until the next check replaces it, and the tenant gets a copy within seven days of a written request. I rent out a share house near La Trobe. Does the two-yearly check cover the tenants’ own appliances?

No. The check is an inspection and test of the fixed installation — the wiring, the switchboard, the power points, the hardwired light fittings and the safety switches. Tenants’ plugged-in appliances sit outside it, and test and tag is a workplace requirement rather than a residential one. No, and it is the most common gap in the older stock around here. A circuit breaker protects the wiring from overload; a safety switch (RCD) protects a person from an electric shock by cutting the supply in a fraction of a second. The Victorian rental minimum standards require at least one safety switch on the power circuit, so a board carrying breakers alone does not meet the standard however new the breakers look. Retrofitting residual-current protection is usually straightforward, and it is the first thing worth confirming before October.
