Rental electrical safety checks in Preston

The rule
One check, every two years.
The requirement comes from the Residential Tenancies Regulations 2021. From 13 October 2026 it applies to every residential rental agreement in Victoria — existing leases as well as new ones. A licensed electrician inspects and tests the fixed installation, the rental provider keeps the record until the next check replaces it, and the tenant gets a copy within seven days of a written request. Preston's tenanted stock is dominated by the low-rise walk-up blocks that appear on every second street between Plenty Road and St Georges Road. Those three- and four-storey blocks went up through the 1960s and 1970s and now make up a large share of the suburb's rental supply. Electrically they are a patchwork: per-apartment switchboards ranging from an untouched original install to a partial 1990s retrofit, common-area lighting hanging off a body-corporate sub-board, and a steady drumbeat of fault tracing between an individual apartment's circuits and the shared infrastructure feeding them.
The rest of the rental picture is single-family. There are 1920s and 1930s weatherboards along the streets either side of High Street, and late-1940s and 1950s brick veneers filling the western half of the suburb toward the Northland frontage. On the West Preston weatherboards the original timber meter board is often still in place — the first thing an insurer or a buyer's inspector asks about, and the reason a safety-switch retrofit there is a board replacement rather than an add-on.

Test and tag is a workplace requirement, not a residential tenancy one — a standard house, unit or apartment let to a tenant does not need a test-and-tag report (here is why, with the regulation). Rental safety checks in Preston — common questions
My Preston rental is a flat in a 1970s block. Who is responsible for what — me or the owners corporation?
As the rental provider you are responsible for the electrical installation inside the lot: the apartment’s own board, its circuits, its power points and light fittings, and the safety switch protecting them. Common property — stairwell and corridor lighting, the shared sub-board, the risers — sits with the owners corporation. The practical difficulty in the Preston flat-block stock is that the boundary is not always obvious, because circuits were run long before anyone was drawing that line.
