Rental electrical safety checks in Thornbury
From 13 October 2026 every residential rental in Victoria needs a two-yearly electrical safety check by a licensed electrician. Here is what that means for Thornbury — what the check covers, what it usually turns up in the housing around here, and what you can stop worrying about.

Quick answer
Rentals in Thornbury 3071 come under the two-yearly electrical safety check from 13 October 2026, older agreements included. Thornbury’s tenanted housing is mostly 1920s and 1930s Californian bungalows, with earlier workers’ cottages and post-war flats mixed through — and the classic bungalow meter box carries ceramic rewireable fuses and no safety switches at all, which is a minimum-standards gap rather than a preference. Thunderman checks the installation, fits what is missing and reports it in writing. REC 28523, 4.9★ across 53 Google reviews.
The rule
One check, every two years.
The requirement comes from the Residential Tenancies Regulations 2021. From 13 October 2026 it applies to every residential rental agreement in Victoria — existing leases as well as new ones. A licensed electrician inspects and tests the fixed installation, the rental provider keeps the record until the next check replaces it, and the tenant gets a copy within seven days of a written request. What is rented in Thornbury
The stock, and what it was wired for.
Thornbury's rental stock is interwar. Rows of solid Californian bungalows from the 1920s and 1930s make up most of it, with earlier Victorian workers' cottages and the odd block of post-war flats between them. The bungalow was built for a household that ran a few lights and a wireless, and the original meter box typically carries ceramic rewireable fuses and no safety switches at all — which means a fault anywhere in the house can put live current where it should not be. That is the single most common finding here, and it is a minimum-standards gap rather than a nice-to-have.
The bungalow's deep roof cavity and solid construction make the work honest: there is room to run new circuits properly rather than improvise. What complicates it is everything added since. A renovated kitchen or laundry, LED downlights replacing tired fittings, a split system in a bedroom, hardwired data — each of those arrives on its own, each is reasonable on its own, and none of them prompts anyone to reassess the board they all hang off. The post-war flats along the High Street and St Georges Road corridors add the owners-corporation layer on top of that.
On the job
What the check turns up in Thornbury.
Not a prediction about your property — these are the findings that recur in this kind of housing, and the ones worth knowing about before October rather than after.
- Ceramic rewireable fuses and no residual-current protection at all — the standard starting point on an un-upgraded bungalow.
- An incoming service sized for a 1930s household now carrying cooking, heating and cooling.
- Downlights fitted into an old ceiling without the circuit or the insulation clearance being reconsidered.
- Kitchen and laundry circuits extended during a renovation and left on the original protective device.
- Circuits that drop out after rain, where water has reached a run never intended to be exposed to it.

What you don't need
Less than the market often claims.
Test and tag is a workplace requirement, not a residential tenancy one — a standard house, unit or apartment let to a tenant does not need a test-and-tag report (here is why, with the regulation). Short-stay accommodation is treated differently again. And a check carried out before 13 October 2026 still counts, provided a licensed electrician did it and the record was kept — the two-year clock does not restart. Rental safety checks in Thornbury — common questions
My Thornbury bungalow rental still has the old fuse box. Is a full switchboard upgrade really necessary?
If there is no safety switch then something has to change: the Victorian rental minimum standards require at least one residual-current device on the power circuit, and a rewireable ceramic fuse cannot provide one. On a classic bungalow board there is usually neither the space nor the arrangement to add protection to what is already there, so a modern enclosure with a safety switch on every final sub-circuit is the practical answer. It is also the job most owners choose to do first, because everything else the property needs hangs off it, and it closes with a Certificate of Electrical Safety on the ESV register.
The property is mid-renovation with a builder on site. Can the check still be booked?
It can, but the timing matters. A check carried out while circuits are open and unfinished measures a house that will not exist next month, so it is usually better scheduled once the electrical work is complete and the board is in its final state. If the renovation itself includes switchboard or circuit work, that work is notifiable in its own right and produces a Certificate of Electrical Safety — a separate document from the two-yearly check report, and worth keeping both in the property file.
