The rule

The requirement comes from the Residential Tenancies Regulations 2021. From 13 October 2026 it applies to every residential rental agreement in Victoria — existing leases as well as new ones. A licensed electrician inspects and tests the fixed installation, the rental provider keeps the record until the next check replaces it, and the tenant gets a copy within seven days of a written request. My rental is a flat in an art-deco block near the Junction. Can the check be done without owners-corporation involvement?

Often the lot itself can be inspected and tested on its own, but not always. In those 1930s and 1940s blocks the meter room is small and shared, and the lot’s protective devices are not always where you would expect them, so getting into common-property risers or the shared board can be necessary before anything is measured properly. The wiring in my Moonee Ponds terrace is original. Is that automatically a fail?

No. Age on its own is not the test — condition is. Rubber-and-cotton insulation does degrade, and in a house of this era some of it will have, but the way to know is an insulation-resistance measurement on each circuit rather than a judgement made at the meter box. The report tells you which circuits measured well and which did not, so remedial work is prioritised rather than done wholesale. Where a run does need replacing, the cabling goes through existing cavities and ceiling spaces so the plaster detail survives.
