Rental electrical safety checks in Carlton

The rule
One check, every two years.
The requirement comes from the Residential Tenancies Regulations 2021. From 13 October 2026 it applies to every residential rental agreement in Victoria — existing leases as well as new ones. A licensed electrician inspects and tests the fixed installation, the rental provider keeps the record until the next check replaces it, and the tenant gets a copy within seven days of a written request. Carlton rents to students, and that sets it apart from the family suburbs nearby. Share houses turn over every year, appliances get added without anyone looking at the board, and double-adaptors multiply across power points that were never meant to carry them. The buildings themselves are among the oldest residential stock in Melbourne — single and double-fronted brick terraces from the 1870s through to the Edwardian fringe — and it is common to open a Carlton meter box and find three generations layered on top of each other: a sliver of original cloth-and-rubber VIR, a 1960s rewire in TPS tied into the old runs, and a modern circuit feeding a renovated kitchen at the back.
Carlton terraces also throw up problems the outer suburbs never meet. There is frequently no off-street meter access, so the supply point is a box on the front wall facing the footpath and any board work has to be planned around it. Two-storey terraces mean working at height in tight side returns. What you don't need

Test and tag is a workplace requirement, not a residential tenancy one — a standard house, unit or apartment let to a tenant does not need a test-and-tag report (here is why, with the regulation). Short-stay accommodation is treated differently again. And a check carried out before 13 October 2026 still counts, provided a licensed electrician did it and the record was kept — the two-year clock does not restart. Rental safety checks in Carlton — common questions
The tenants change every year. Does that mean a check every year?
No — the requirement is a check at least once every two years, and it does not reset with each new tenancy. What does apply at the start of a tenancy is disclosure: a prospective tenant must be told the date of the most recent check and any outstanding recommendations before signing. In a Carlton share house the practical reason to keep the record current is different anyway. The load on the installation changes with every intake, so a two-year-old report on a house that has had three groups through it is worth reading again.
There are double-adaptors everywhere in my Carlton rental. Is that on me or the tenants?
The adaptors are the tenants’ own gear and sit outside the check, which looks at the fixed installation. The reason they are there usually does not: a room with one power point and four people in it will always end up with an extension board, and that load lands on a circuit you own. The honest fix is properly wired power points where they are actually needed, rather than leaving the circuit to carry it through an adaptor.
