Rental electrical safety checks in Coburg

From 13 October 2026 every residential rental in Victoria needs a two-yearly electrical safety check by a licensed electrician. Here is what that means for Coburg — what the check covers, what it usually turns up in the housing around here, and what you can stop worrying about.

Quick answer

Coburg 3058 rentals fall under the two-yearly electrical safety check from 13 October 2026, for existing agreements as well as new ones. Behind the Sydney Road spine the tenanted stock is largely Edwardian and Federation single-fronts that have had three or four electrical interventions layered over the original installation, so what a check turns up here is usually a join rather than a whole circuit. Thunderman tests circuit by circuit, reports which runs are safe to leave, and lodges a Certificate of Electrical Safety for any work carried out. REC 28523, Energy Safe Victoria.

The rule

One check, every two years.

The requirement comes from the Residential Tenancies Regulations 2021. From 13 October 2026 it applies to every residential rental agreement in Victoria — existing leases as well as new ones. A licensed electrician inspects and tests the fixed installation, the rental provider keeps the record until the next check replaces it, and the tenant gets a copy within seven days of a written request. What is rented in Coburg

The stock, and what it was wired for.

Coburg's rental housing sits either side of the Sydney Road spine and most of it is early twentieth century. A single-fronter on the streets behind Sydney Road has typically been through four electrical interventions in its life: the original gas-to-electricity conversion in the 1920s, a 1950s sub-circuit added for the kitchen, a 1980s rewire of the back extension, and a 2000s renovation that added a ground-floor circuit and left the front of the house alone. The risk in that stack is rarely the newest work. It is the original cloth-and-rubber VIR cable still doing its job at the front of the house, bridged to modern flat TPS at a junction box.

West of Sydney Road, toward the Merri Creek, the rental stock changes to post-war brick veneer and the switchboard pattern familiar right across the northern suburbs: a 1950s or 1960s board asked to carry loads it was never specified for, with a residual-current layer that is either absent or partial. Coburg also has the Pentridge precinct, where the new-build apartments run to a modern spec while the adaptive-reuse units inside the original bluestone carry idiosyncratic cable runs that need proper diagnostics when a fault appears rather than a guess.

What you don't need

Less than the market often claims.

Test and tag is a workplace requirement, not a residential tenancy one — a standard house, unit or apartment let to a tenant does not need a test-and-tag report (here is why, with the regulation). Short-stay accommodation is treated differently again. And a check carried out before 13 October 2026 still counts, provided a licensed electrician did it and the record was kept — the two-year clock does not restart. Rental safety checks in Coburg — common questions

Does my Coburg rental need a full rewire to pass the two-yearly check?

Usually not. The check is an inspection and test, not an instruction to rewire — its job is to establish whether the installation is safe and to document what is not. In a period Coburg house the honest answer comes from testing circuit by circuit: some runs replaced during a 1980s overhaul will be perfectly sound, while one or two original ones will not be. That gives you a prioritised list rather than a single large scope, and the remedial work can be staged alongside a switchboard upgrade as one coordinated job with a single Certificate of Electrical Safety lodged with Energy Safe Victoria.

The property has a heritage overlay. Does that change how the check is done?

The check itself does not change — it is still an inspection and test of the fixed installation. What the overlay changes is the remedial work if something has to be replaced, because cabling then has to run through existing wall cavities, ceiling spaces and under floors rather than through the facade or the period detail. That work is slower and needs planning, which is precisely why it is better found during a scheduled check than during an emergency. Yiannis works the cabling through existing routes and keeps period light points where the owner wants them.
