The rule
One check, every two years.
The requirement comes from the Residential Tenancies Regulations 2021. From 13 October 2026 it applies to every residential rental agreement in Victoria — existing leases as well as new ones. A licensed electrician inspects and tests the fixed installation, the rental provider keeps the record until the next check replaces it, and the tenant gets a copy within seven days of a written request. The rental is a Brunswick terrace with a heritage front. Can the check be done without disturbing anything?
Yes. The check is an inspection and test, so nothing is opened up beyond what is needed to examine the board, the accessible circuits and the fittings. Heritage only becomes a factor if the check finds something that has to be replaced, and then the cabling runs through existing cavities, ceiling spaces and under floors rather than through the protected front rooms. No. Your obligation as a rental provider covers the electrical installation inside the lot — the apartment’s board, its circuits, its power points and light fittings, and the safety switch protecting them. Common-area lighting, the lift lobby, the stair exit-and-emergency lighting and the shared switchboard belong to the owners corporation. If something on the common side is failing it will be named in the written report so you can pass it to the building manager, but it is not billed to you as part of the lot check.
