Rental electrical safety checks in Reservoir

The rule

One check, every two years.

The requirement comes from the Residential Tenancies Regulations 2021. From 13 October 2026 it applies to every residential rental agreement in Victoria — existing leases as well as new ones. A licensed electrician inspects and tests the fixed installation, the rental provider keeps the record until the next check replaces it, and the tenant gets a copy within seven days of a written request. Reservoir is one of Darebin's largest established suburbs and its rental stock covers almost a hundred years of building. Around the station there are Edwardian workers' cottages; through the middle of the suburb sit the 1920s and 1930s subdivision belt and the 1960s and 70s brick veneers; and along High Street and Broadway there is a decade and a half of apartment infill. A pre-1940s Reservoir house has usually had a partial 1960s rewire and a partial 1980s rewire layered over the original installation, so cloth-clad VIR, TPS in conduit and modern flat TPS can all be present under the one floor.

East of Plenty Road the post-war housing has its own pattern. Those houses were built to a tight specification with double-brick walls and concrete floors, which is why new circuits there are usually run surface-mounted in trunking rather than chased into the wall. Rental safety checks in Reservoir — common questions

The rental has cloth-covered wiring. Does the check mean I have to replace all of it?

Not automatically. Cloth-and-rubber insulation goes brittle with age, but not every run reaches that point at the same time, and the way to know is a circuit-by-circuit insulation-resistance test rather than an assumption. In a typical inter-war Reservoir house that test usually separates circuits replaced in a later overhaul, which are fine, from one or two original runs that need staged replacement. You get a written report saying which is which, and the replacement can be scheduled with a switchboard upgrade as one coordinated job.

Does a check I had done before 13 October 2026 still count?

Yes, provided it was carried out by a licensed electrician and you have kept the record. The two-year clock runs from the date of the most recent valid check, so you do not restart it just because the requirement is new. What matters is that the record exists, that it names the electrician and their REC number, and that you can give the tenant a copy within seven days of a written request.
